Diane Tackett is the Chief Operating Officer of Workforce Solutions Rural Capital Area, the nonprofit community partnership providing no-cost recruitment, employment services and early-learning child care tuition scholarships to empower businesses and job seekers in Central Texas. This nine-county region includes Bastrop; Blanco; Burnet; Caldwell; Fayette; Hays; Lee; Llano; and Williamson counties. 

Kelly Moreno is the Chief Solutions Officer at Workforce Solutions Rural Capital Area (WSRCA), a nonprofit serving nine Central Texas counties. She leads community outreach, marketing, and K-12 career initiatives that connect students, job seekers, educators, and employers with meaningful opportunities.

Kelly works with schools, businesses, community partners, and local leaders to strengthen workforce development and expand career pathways across the region. With experience in Fortune 100 and Fortune 500 marketing and nonprofit leadership, she brings a strategic, people-first approach to every initiative.

Kelly holds an MBA from the University of Houston-Clear Lake and a Bachelor of Science in Marketing from Oklahoma State University. She's passionate about building partnerships that help individuals, businesses, and communities thrive.

Paul Fletcher is the Chief Executive Officer of Workforce Solutions Rural Capital Area, the nonprofit community partnership providing no-cost recruitment, employment services, and early-learning child care tuition scholarships to empower businesses and job seekers in Central Texas. This nine-county region includes Bastrop; Blanco; Burnet; Caldwell; Fayette; Hays; Lee; Llano; and Williamson counties. He has been in this role since July 2017, after spending the previous 20 years as the workforce center operator for the nine-county Rural Capital Area. Paul has served as an officer for the Texas Association of Workforce Boards for three years and is currently serving as the President of the Executive Director's Council to that association.
